I should have mentioned - When the motor is maxed out and the brakes applied the clutch closes all the way , however when you drive I notice the clutch only closes halfway. I'm hoping a thicker belt woulkd help raise it ? or could it also be an adjustment ? But sadly im sure its just engine power, not enough to close the clutch :( -
Hope I'm wrong here ?

I should have mentioned - the reason Im wondering about belt thickness ?

When I rev motor with brake applied the clutch closes all the way , when I drive the clutch only closes halfway.

Under powered motor or belt thickness ?
could it also be a setting I'm missing ?

The clutch on the engin side will only close fully when the clutch on the transmission side opens fully. The transmission side will open with clutch (vehicle) speed. So when you are in nuetral, the transmission speed is maximum and the clutch opens fully to allow the belt to ride up on the engine side. How fast are you going when you're looking at the clutch? If the machine has been setting for a while, the clutch does not open and close freely. Clean it , lube it and drive it and it should be just fine.

Good advice , I didnt even think the trans clutch played into it at all.

I will try cleaning it & you mentioned lube ? Ive never seen a grease fitting - I'll double check but Ive only sprayed the intire trans clutch with white lytho grease on the spring area.

Top speed on this thing is maybe 15 mph ?

Now I know what I'll be tinkering with tonight...
Thanks for advice.
