Mine is in an older model Max II. It keeps fouling the rear plug only, never the front cylinder. What causes this? Valves?

I had a 95 MaxII that did that and it turned out that i was over choking the motor, when i would start it cold i would gradually close the choke and that caused the plug to foul, so i started opening the choke as soon as the engine would start and that solved my problem.
