How about screwing a little screw into the hole? I would dip the screw in an adhesive to seal it well around the threads.

I had the same problem with a jeep gas tank. I tried everything in the world to fix it. But there is nothing in the world that will bond to polyethylene plastic. Finnally I used a soldering gun and melted the crack back together. never leaked again. Hope this helps.
