best thing i can tell you is take out the spark plug[s] and squirt some penetrating oil in each spark plug hole.then try to move the engine by hand back and forth with some kind of mechanical advantage. i had a yamaha enduro with a seized motor from sitting for years. i put penetrating oil in the spark plug hole and rocked it back and forth in gear. i almost gave up and it moved just a fraction. squirted more in the hole and it freed up. still running today. that was a engine that froze from sitting.if yours is froze because something failed it will have to be taken apart.

I could use a little more info....How did it seize was it running ,from sitting,from being under water...there are a couple of differenmt ways but how little you have to do depends on those things and more.it will also determine what other damage inside the engine you have to look for.
