JLO Reeds?

I have a jlo 295 and was wondering does this 2 stroke motor have reeds? When i try to start it with the aircleaner hose off, can see atomized gas coming from the carb. (being blown back by piston traveling downward?)the carb is a tillotson HR18A I believe

No reeds in a JLO. Does it start? I think you need the slight restriction of an air cleaner to keep the blow back from happening.
